Where to register, which immigration office handles your case, how to book, and what differs from the nationwide rules.

1) Registering your address (Meldebehörde)

  • How to find your office: In NRW, your city or municipality (Stadt/Gemeinde) does registration. Search your postcode in the federal/state Service Search: servicesuche.bund.de (checked 2026-11-04). NRW's state service portal is reachable at service.nrw.de, which now redirects to meineverwaltung.nrw (checked 2026-11-04). The deadline is the federal 2 weeks (§ 17 BMG, checked 2026-11-04); see the nationwide guide.
  • Online or appointment options: we found no NRW-wide online Anmeldung and no shared NRW booking system. Booking differs from city to city, so use your city's site below.
  • Main cities: these official city portals load (checked 2026-11-04). Use each portal to find the Bürgeramt, its booking tool and any fees.
  • Köln: stadt-koeln.de (older deep links such as /service/produkte/00412/ now return HTTP 410 Gone, checked 2026-11-04)
  • Düsseldorf: service.duesseldorf.de (duesseldorf.de/buergerservice redirects here, checked 2026-11-04)
  • Dortmund: dortmund.de (checked 2026-11-04)

2) Ausländerbehörde

  • Who is responsible: Your local Ausländerbehörde, usually at your city or district (Kreis). Find it with servicesuche.bund.de or BAMF-NAvI bamf-navi.bamf.de/en/Themen/Behoerden (checked 2026-11-04). The finder shows which office handles your address.
  • City examples:

  • Central office for skilled workers: ZFE NRW. The Zentralstelle Fachkräfteeinwanderung Nordrhein-Westfalen at the Bezirksregierung Köln covers all of NRW. It handles the accelerated skilled-worker procedure (§ 81a AufenthG) and visa procedures under § 71 AufenthG. Source: bezreg-koeln.nrw.de › zentralstelle-fachkraefteei… (checked 2026-11-04).
  • Online application: The employer applies, using the skilled worker's power of attorney. This has run through extra.bezreg-koeln.nrw.de/zfe since 1 Sept 2025 (same source; portal loads, checked 2026-11-04).
  • Fee: €411 administrative fee, due once the agreement between the employer and ZFE is concluded. Assessment of the qualification costs extra. ZFE advice is free.   • Timing: ZFE says to apply at least 3 months before the job starts. For training under § 16a, apply 3 to 6 months before it starts (ZFE page, checked 2026-11-04).
  • Contact: hotline 0221 147-4777 and the online portal above. Two email addresses are published, zfe@brk.nrw.de (Make it in Germany's list of central offices, make-it-in-germany.com › Zentrale Auslaenderbehoerde…) and zfe@bezreg-koeln.nrw.de (Münster FAQ PDF). Both domains are run by the same NRW mail servers, so either reaches the Bezirksregierung Köln (checked 2026-11-06).
  • Duration: the ZFE page says the accelerated procedure generally takes about 1 to 3 months, and recognition requested through the ZFE usually up to 2 months once all documents are in; recognition requested elsewhere takes at least 4 months. It can take longer when other authorities are involved, so apply at least 3 months before the job starts. The Münster FAQ's "at most 4 months in total" fits within this. 3) Official portals & finders

4) Known differences vs nationwide guides

  • Accelerated skilled-worker procedure: In NRW it goes to the single central ZFE NRW at the Bezirksregierung Köln, not to the local Ausländerbehörde. ZFE publishes a €411 fee and runs its own online portal (sources in section 2, checked 2026-11-04).
  • State online service portal: NRW's is MeineVerwaltung NRW (meineverwaltung.nrw), with service.nrw.de redirecting to it (checked 2026-11-04). For online Anmeldung, use the address check on wohnsitzanmeldung.gov.de.
  • Booking: we found no NRW-wide appointment system; each city runs its own.
  • Local fees: No NRW-specific Anmeldung or Ausländerbehörde fees were confirmed, so none are listed here.
